A permit shall be obtained prior to the erection, construction, alteration or repair, demolition or movement of any building or structure in the Village of North Riverside.
A permit is also required for the following:
- Alterations involving moving or adding walls
- Electrical and plumbing work
- Fire suppression and detection work
- Solar Panels
- HVAC work
- Sheds, fences, decks, roofs, concrete, asphalt, window replacement, siding, gutters, patios
- Parking lots, private walks and driveways
- Pools, hot tubs, spas
- Exterior wall mounted signs and temporary signs
PERMIT SUBMITTAL PROCESS
Most permit applications can be submitted via online click here. Staff will review the paperwork and contact you if additional items are required. Permits can also be submitted in person or by mail to the Village address.
Please don’t wait till the last minute to apply for a permit. Permit applications could take anywhere from seven to ten workings days to be processed depending on the type of work being done
All construction plans must comply with local zoning ordinances pertaining to building use, height, area and setbacks.
REMOTE PAYMENT OPTIONS
Payments may be mailed or left in the drop box located in the front and rear of the Village Commons. The Community Development Department will also continue to process payments for contractor registration and permit fees over the phone at 708-762-5922.
Monday through Friday – 7:00 A.M. to 7:00 P.M.
Saturday – 8:00 A.M. to 7:00 P.M.
Sunday – 9:00 A.M. to 7:00 P.M.
Construction projects can be stressful, not only to homeowners but for neighbors as well. In order to reduce the stress and number of complaints, please be considerate of your neighbors and limit noisy activities during early morning and late evening hours. Any construction debris or refuse must be cleaned on a daily basis from construction site and adjacent properties. Please be aware of your property lines and make sure all construction and equipment storage are located on owner’s property.
A permit is not required for a dumpster, but contractor or homeowner must notify the Community Development Department in advance of drop of date. Contractor/Homeowner must provide staff with the name, address, contact number and length of time dumpster will be on site. If the property has a driveway, the dumpster must be located on private property. For houses that do not have a driveway, the dumpster can be located on the street directly in front of the property for a period no longer than two weeks and must have ¾” plywood underneath the dumpster and flashing barricades on the outside corners.
PORTABLE & CHEMICAL TOLIETS
If possible, portable toilets must be located in the rear yard at least 5 feet from property lines.

All vehicles registered with the State of Illinois to a North Riverside address are required to obtain a village vehicle sticker. To obtain your sticker, you must present your driver’s license and vehicle registration for each vehicle. Click here for more information.

Overnight parking is prohibited on any public street located within the Village of North Riverside between the hours of 2:00 a.m. and 6:00 a.m. of any day, except vehicles displaying a valid, legally obtained and properly displayed village vehicle sticker. If you have overnight guests please use the link below to report their vehicles in order to avoid a parking ticket. Any car parked overnight on the street must have a sticker or a daily visitor pass that is completely filled out with the date and it must be affixed to the vehicle’s driver’s side side window. Visitor pass books will be available during business hours at the North Riverside Police Department Records division or at the Village Hall when vehicle stickers are 10 visitor passes for $25.
72 Hour Parking:
It is unlawful for an owner of any vehicle to permit a vehicle to stand or remain parked in any single space on any public street located within the Village of North Riverside for a period of time in excess of seventy-two consecutive hours. If you notice a vehicle parked in excess of 72 hours, report it to the Police Department by calling the non-emergency number, 708-447-9191. We need your help so if you see something suspicious, do not hesitate to report it. If we work together, we can keep the community safe.

All structures in the Village must be maintained according to the provisions of the housing maintenance code. Residential buildings are regularly inspected by the Housing Maintenance Inspector.
Lawns must be groomed regularly. Grass and weeds in excess of 6" are in violation of Village ordinances. Residents in violation may be ticketed or lawns will be cut at the owners’ expense.

The Village contracts with Lake Shore Recycling for the curbside collection of household refuse, yard waste, and recyclable materials for all single-family attached and detached units. The Village's contract does not include multifamily or commercial collection. Find a list of registered refuse haulers that provide this service.

Garbage, yard waste, and recycling collection fees are included in the property's bi-monthly water bill. Refuse and recyclables are collected every Friday. Items may be placed at the curb and alleyways after 6 pm on the day before the collection. There is no limit to the amount of refuse that may be disposed of at a single collection.
All household refuse must be contained in the Village issued 90 or 65-gallon containers. These containers are the property of Lake Shore Recycling and must stay with your property should you decide to move from the Village. Additional containers may be used as necessary along with your Village issued container. Lids are required for all refuse containers.
Recyclables are to be placed in the recycling container (blue lid). Please put items in loose. Bagged items will not be recycled. View a list of acceptable recyclables (PDF).
Large appliances (e.g. stoves, refrigerators, couches, and mattresses) and construction material (e.g. wood, bricks, concrete, fencing, rocks, mud and clay, and shingles and gutters) will not be collected by Lake Shore Recycling during regular curbside collection. Special arrangements for these items may be made by contacting Lake Shore Recycling directly at 708-344-5000.
During the week of New Year's Day, Memorial Day, July 4th, Labor Day, Thanksgiving, and Christmas garbage, recycling and yard waste will be picked up one day later on Saturday.

Yard Waste Collection
Yard waste is collected every Friday from April through November. Yard waste material includes, but is not limited to, grass clippings, bush trimmings, weeds, leaves, small branches, twigs, and gardening waste. These materials should be placed in approved, biodegradable, 30-gallon bags or 33-gallon plastic containers with lids and attached yard waste tags. Yard waste tags are free of charge and are available at the Village Commons during normal business hours.
Fall Leaf Collection
Yard waste, including leaves, will be picked up on Fridays (see above). Please do not rake piles of leaves into the street or curb line as this causes problems with the Village's sewer system and interferes with street sweeping activities.
Brush & Tree Branch Pick-Up
North Riverside Public Works provides brush and branch collection every Tuesday between March 15 and November 15. Materials are to be placed in an orderly manner with butt ends facing the street in the public parkways near the curb in front of your home.
Branches will not be collected from the alleys.
Household Hazardous Waste Disposal
The Village municipal buildings are not drop-off sites for household hazardous materials such as mercury (found in thermometers and thermostats), automotive fluids, lawn chemicals, insecticides, gasoline, motor oil, fluorescent bulbs, oil-based paints, and aerosol paint.

The Village's contracted refuse company is prohibited by federal law from collecting and disposing of electronics (TVs, computers, microwaves, etc.) in landfills. Therefore, these items cannot be picked up during the weekly refuse collection or disposed of inside dumpsters.
To assist the community with the safe disposal of these items, the village provides two electronic recycling collections each year. In the spring, a curbside program is offered for all single family detached and attached homes who participates in the Village's curbside refuse collection program. In the fall, a one day drop off program is provided for all North Riverside residents and businesses. The actual dates of each collection will be announced each year closer to the scheduled event.
